Circular Cities and Regions Initiative (CCRI)
The Circular Cities and Regions Initiative (CCRI) is an initiative of the European Commission, launched by the Directorate General for Research and Innovation as part of the EU Circular Economy Action Plan 2020.
CCRI focuses on implementing the circular economy across Europe’s cities and regions Aims to support Europe’s circular economy at local and regional level.
It contributes to the policy objectives of the EU Green Deal, including the 2050 climate neutrality target, and the EU Bioeconomy Strategy.
Combining knowledge sharing, technical and financial support, the initiative assists stakeholders across Europe’s cities and regions, including regional and local authorities, industry representatives, research and technology organisations
and civil society. It provides comprehensive support over the whole life cycle of local and regional circular economy initiatives.
Duration: 2022-2025.
Pilots and fellows
- 18 EU countries , 37 pilots and fellows
- 13 participants in Western Europe
- 11 in Northern Europe
- 9 in Southern Europe
- 4 in East and Central Europe
- From Finland: Tampere Region and Helsinki Region were selected as pilots and City of Jyväskylä and The Regional Council of Päijät-Häme as fellows.
- From Germany: The City of Munich was selected as a pilot and The City of Berlin and The territorial cluster of Southeast Lower Saxony as a fellow.

CCRI offers for pilots:
- Tailored guidance: The CCRI Coordination and Support Office (CCRI CSO) supports the Pilots in developing, implementing and improving Circular Economy Action Plans, Circular Economy Investment Plans and Circular Systemic Solutions.
- Access to Circular Economy ecosystems and networks across the Europe.
- Peer Learning: Regional circular economy organizations can learn from European
- Provides comprehensive support over the whole life cycle of local and regional circular economy initiatives.
- Knowledge sharing on financial and technical support.
Additionally, in the heart of the regional piloting, is to further develop the concept of Circular Pirkanmaa, which is a Regional D evelopment C entre focusing on circular economy. They are assisting municipalities and businesses in taking successful steps towards sustainable circular economy focusing on building, road and street construction, earthworks, and industrial material flows.
